[wplug-plan] Bylaws, the Board, and the Lists

This list is the list that was posted previously, minus you and Brian
Sammon who do not have access to wplug's resources.  The first order of
buisness for the board will probably be bringing David and Brian onto the
board, if David and Brian want to be on the board.

wplug-board at wplug.org will be the new list.  I believe that list will exist
purely for voting needs, and discussion will take place here and at real
space board meetings.  I believe this is outlined in the bylaws.  Am I
correct?
