I should think that the -plan list would have the right to schedule a
planning meeting.  It should be a regular event, of which every member of
the group has teh right to attend.  The reason it's up to the planning
group rather than the total membership is because scheduling does not mean
any decision is being made, other than when and where.  Since it should
and will be a regular event, this isn't really a problem.  It's just
mundane details that need to be worked out.  (For example, "The room is
reserved next week, we are going to move to room X for the planning
session, lets send out an announcement to -announce to let everyone
know").  

I think the fundamental difference between me and david is that he wants
to have alot of discussion about meeting organizations, but doesn't want
to give it up to the proper planning group, which I believe should be
done.  Which excludes more people?  The set of all people who are DT, or
the set of all people who are in the planning group?
