[wplug-jobs] How do you deal with recruiters with cold feet?

I keep running into the same problem with recruiters over and over
again. I post my resume up and they call me with so much interest, but
then they stall and avoid telling you who they want to place a position
at unless it is PNC and then they never get you in contact with a hiring
manager. And they the two reasons always seems to be that either you
don't know a fringe technology that costs 2000 USD to license and 2
hours to become an expert at or they blame their "client".

Do any of you have any advice so I can screen these reciters faster so I
don't mis-allocate time to them?

Bonus Question: Why do they want to keep compensation a surprise?
