[wplug-internet] Need to stop administrating some of the mailing lists

Thanks for helping us with those lists as long as you did, Dave. Pat and I 
are both admins for the wplug-jobs list, so he and I can manage that.

Would anyone be interested in taking Dave's place as the admin of wplug-
plan?
