[wplug-internet] Wiki CAPTCHA changes

Hello all-

We have been getting spam for electronic cigarettes on the wiki
over the past couple of months.  In response, I have made a change
to the configuration settings.

Previously, any registered user could make edits without having to
solve a CAPTCHA.*  The bots seem to be taking advantage of this.
I have changed the settings so that users now need to be in the
"autoconfirmed" group to make an edit without solving a CAPTCHA.

To be autoconfirmed, an account must be at least four hours old
and have made at least four edits.  I think this small hurdle will
exclude most of the spambots.  These values can be tweaked as
needed.  The specific file changes are given as a diff in the
server maintenance log.

I would also ask people to keep an eye on the recent changes page
<http://www.wplug.org/wiki/Special:Recentchanges> so spam can be
deleted as it appears.  You can subscribe to an RSS or Atom feed
for the page (look under "toolbox" on the left hand side) to make
this process automatic.

*Actually, they had to solve one to create the account, but after
that it was open season.
