[wplug-internet] Backup script

Okay, so I've reworked the backup script to use duplicity.  It is
based solely off the duplicity man page, so I haven't tested it.

The readme file should explain how it works; it should be easier
to follow than the previous way.  I have not updated the setup
scripts to match, and they may not even be necessary now.

Take a look at the attached and see what you think.
