[wplug-internet] Blocking Anonymous Wiki Edits

I counter-propose an intermediate step; require anonymous editors
to solve a RECAPTCHA.  We currently do this for anonymous edits
having external links, and haven't had trouble with linkspam.  It
should be simple to enable RECAPTCHA for all edits.
