[wplug-internet] Blocking Anonymous Wiki Edits

Hey Everybody,

Due to the seemingly unending wave of anonymous users who insert
gibberish and nonsense into our wiki pages, I would like to propose we
block anonymous edits on the wiki.

Two or three times a week, an anonymous user from an out-of-the-blue
IP address will add some nonsense to the wiki.  I think that if people
weren't regularly going through the recent changes and rolling back
these edits, our wiki would progress toward entropy.
