I think he was hoping the nice thing about open source was that there were enough tools so that someone more knowledgeable than he could throw something together for him in a few minutes. I've never had to do anything with dial-up in Linux, or with per-user network access. So I can't throw anything together for you. Sorry. Crude but effective. You could run that script as a cron job, or manually whenever you wanted to. You could do the opposite, a script that enabled it when you want also. I imagine you could do the same with firewall rules. I've never done anything with linux firewalling, but OpenBSD has a firewall called pf which allows you extensive control of your network.
