[wplug-board] Created a Gittip account

Just wanted to let everyone know that I started a Gittip account,
which can be found at https://www.gittip.com/wplug/

I'm not sure if we want our username to be all upper case instead, but
that can be done if we desire.  So far only the Twitter account is
linked, but if we end up setting up a Github account or anything, that
could be linked too.  I haven't done anything but create the initial
account via the link to Twitter.

The Treasurer or somebody else will have to go about setting up the
banking information and the like.

I'm also not sure if we need to have a discussion / vote on this, so
that is preventing me from going any further as well.
