[wplug-board] Committee names

I don't have permission to edit the Bylaws page on the wiki. Can 
one of you who has permission rename the Program Committee 
and Internet Committee to reflect the bylaws amendments 
passed at last week's GUM? (Event Committee and Technology 
Committee, respectively.)
