[wplug-board] Minutes from 2/11/2012 GUM/Installfest

My thought is that meeting minutes should be released as quickly as 
possible after the meeting.  I think it is sufficient to simply publish 
them to the wiki - it's possible to set a "watch" on any wiki page, so 
that anyone interested can be notified by email automatically whenever 
the page changes.  The wiki pages for meeting minutes should have the 
"DRAFT" indication removed whenever the minutes are read and approved at 
a subsequent meeting.

My thoughts on agendas for upcoming meetings are similar - publish as 
soon as available, and use the wiki as the "authoritative" information 
source.
