[wplug-board] Information about Pittsburgh Foundation and Heinz Endowments

It appears that both of these are probably non-starters for us.  The 
Pittsburgh Foundation awards grants only to 501(c)3 non-profits.  The 
Heinz Endowments awards grants only to 501(c)3 non-profits and 509(a) 
public charities.  So WPLUG would not be eligible to receive a direct 
grant from either of these organizations.  The only option with these 
(as far as I can tell) would be to get funding as a pass-through from an 
eligible organization that would be willing to work with us.
