[wplug-board] Uploading board meeting schedule for the upcoming term to the wiki

I've uploaded the board meeting schedule for the upcoming term, to the 
usual place on the wiki.

Based on our decision to schedule meetings on the third Tuesday of each 
month, the last meeting on this schedule is the November meeting, which 
will take place a few days after the board election at the November 
GUM.  So that meeting would probably be used for the "transition of 
power", and meetings beyond that would be scheduled by the next Board.
