[wplug-board] One other agenda item for the next board meeting

I'm going to introduce a proposal to dissolve the ErieLUG Revival 
Committee, and rescind the existing Special Rule of Order related to it.

This committee hasn't really functioned, or even existed for all 
practical purposes (not even listed on the Committees page right now), 
so this is just a quick cleanup to make WPLUG's governance on paper 
match with reality...
