[wplug-board] Proposal for Special Rule of Order relating to meeting by conference call

Never mind (sort of...) - I checked the bylaws, and the WPLUG board can
adopt Special Rules of Order on it's own authority. So we (the board)
just need to vote on it at a board meeting.
