[wplug-board] Non-WPLUG event announcements

I'm for leaving it to the discretion of the board.

People make a big deal about receiving extra-email, such as
vacation-messages on mailing lists.  But those people are a vocal
minority.  The majority of people are able to see the subject of a
message and decide effortlessly whether they care or not, and
disregard it if its not something they do care about.
