Unfortunately, we cannot do this at the January meeting.  The rule
for absentee balloting requires that the membership be given at
least 21 days' notice of a vote and that the ballot be distributed
at least 14 days before the meeting

Also, we can't have a business meeting anyway since there hasn't
been 14 days' notice <http://www.wplug.org/pages/bylaws#5.1>.

The notice requirement falls into a category of rules that cannot
be suspended (RONR, p. 244), so there is pretty much nothing we can
do except set things up for a later meeting.
