[wplug-board] wplug-members administration

As Secretary of WPLUG, Bill Moran is taking over for me as the admin
of the wplug-members announcement list. I've given him ownership
access and gave him what he needs to administer the membership list
and kill spam.

At the same time, I've taken my name off the owner list. Bill and Beth
Lynn, if you think it's proper, you can change the password for the
list.

I've updated the wiki to reflect this change.
