There are certain circumstances when this sort of policy makes sense:
* Someone wants a lot of money to spend on a project (say $50 or more); or
* Someone else is going to be responsible with handling that money (in
which case, getting a signature is important).
But I'm not sure if we need all this paperwork for simple
disbursements or for regular or expected payments by members. If we
get the receipts for the purchases, couldn't we just mention the
expenditures on the Treasurer's Report? Or will these reports be used
solely at the Treasurer's discretion for the sorts of circumstances
where tracking disbursements in fine detail becomes vital?
(No hurries responding; we can take it up tonight. I'm just used to
discussing matters on the mailing lists. It helps speed up the
meetings a bit.)
