Folks,

I drafted up a sample funding policy.  My goal is not to make funds more
difficult to get, but to make sure we can document where all of our
funds went.  There might be one more thing that I'll add, a follow up
report which I haven't had time to put together yet, but we can talk
about tomorrow evening.  See the attached PDF to see the current draft.

UPDATE: apparently OpenOffice creates ginormous PDF files from a simple
document.  The original message got booted to the moderation queue
