I like #2

I don't think we can win when there's a lack of basic etiquette
skills coupled with a persecution complex.

$person is a disruption at meetings (when he's there, I usually have
to ask him to cease side-conversations while the speaker is speaking),
and I know I've taken to arranging the furniture to prevent him from
taking a spot near the front of the room where he can be even more
disturbing during the speaker, he tends to dominate conversations,
pesters people about basic or sub-basic technical topics, and has
pissed off Bill Moran (which is something I thought would be
impossible)
