[wplug-board] membership and election implementation staring Sat Nov 6

Hello,

When we met last many months ago, we all agreed that it would be best
to proceed with granting membership and electing new board members based
on the wishes of the membership.

There are a few things that we may have vaguely agreed and I wanted to
see if we were on the same page.
A The new board members would take office for 2 years
B The current board members have the option to be a candidate in this 
election.
C Those current board members who opt-out of candidacy may continue to be
board members for another year (until December 2005) if they wish.
D A "voting member" is someone who has given us their real name, contact 
info and paid dues.

The time has come to proceed with implementation.

Mark has been working on the technical logistics of member registration.
What we have now is a web page that allows anyone to enter in their name 
and contact info. Once a human has verified that they have paid dues, they 
are a full voting members. This database is separate from the website 
member database and the email list member database.

Here is the time table
Tomorrow - Sat Nov 6, I will be announcing to those present that 
membership registration will start on Saturday November 13. There will
be a planning meeting open to all so that I can recruit committee members 
to help with this effort. Board member nominations and endorsements will 
be encouraged.

During the meetings on November 13, December 4, and December 11
we will collect dues and allow in-person registration.

On the first GUM of the year, January 8th, we will give one last call for
member registration and proceed with elections.

Because this will be a lot of work, I would like to appoint David Ostroske 
to keep track of who's paid dues. He is interested in running for 
Treasurer and I would like to give him this opportunity to prove himself.
