Probably.  But we also don't want to fall prey to procedural
ossification, afraid to do anything until we have a total consensus.

I personally like the leaner, more proactive form of things,
captializing on transitory interest before it slips away.  Fanning the
flames, as it were.

I'm sure there's a good middle ground between the complete chaos of
the early days and the DT-style Robert's Rules.
