[wplug-board] The creation wplug-bsd

Folks,

There are lots of issues to respond to, but, right now, I have 
homework, so I'll just discuss the one that's easiest: wplug-bsd.

Could we have, maybe, you know, talked about this on the board list 
before creating it? Not that I think it's a bad idea, or that Gerr did 
anything terribly out of line, but "[speaking] a good deal with people 
on the #wplug IRC channel" and Jeremy responding to a guy in a -plan 
thread doesn't seem quite the kind of board approval that I'd like to 
see when we decide to add a major addition to WPLUG.
