[wplug-board] proposed changes

Hello,

There are alot of changes that I had bounced off folks in the past that
I hadn't officially proposed. In light of James stepping down as chair,
all of these issues seem more immediate need of attention.

We need to come up with an application of some sort for board member
positions and post this to the general list in the next couple of days.
Please reply with any thoughts on this.

I'd like to put up three questions for vote on the board.

#1 If a board-member is unable to attend a GUM, Install fest, Tutorial,
or other WPLUG event, he or she should send mail to WPLUG-board in 
a timely manner when the time conflict is discovered. Gerri of course would 
be excluded from this.

#2 Gums will run from 11:30am-3:30pm on the first Saturday of every month.
Talks will start promptly at noon with a break around 1pm. This would be
effective January 2004 if passed.

#3 Tutorials will run for 11:30am-4:30pm on the second Saturday of even
months. Talks will start prompt at noon with a break around 1pm. 
This would be effective January 2004 if passed.

Since we do not have a voting mechanism, we will have to voted over the 
list. All can assume I vote Yea to 1 2 and 3.
