[wplug-board] New home for wplug's webserver

Hello,

My boss Dave Livingston has agreed to allow us to
co-locate wplug's web server in the SCS machine room.
Jonathan and I have 24 hour access to the machine 
room, so this will work out very well.

I still have to get register the machine and wait
for Dave to allocate machine room space but I expect
it to all come together in a matter of days.
